Update and cut some parts of the netperf web page (linking to the wiki info more)

Summary

The netperf webpage is largely outdated and needs to be updated. I'd rather refer to the wiki page since that is where more updates are happening. The news section is also not worth keeping around if it's not updated and difficult to find coming from freebsd.org.

Test Plan

a) Apply patch to the doc tree
b) run make in the htdocs/projects/netperf directory
c) open cluster.html in a browser
