Summary

PR 235433

  • Submitter becomes maintainer

While I'm here:

  • Fix the the license and add the path to that license
  • Sort variables a bit according to the PHB and to pet portlint
Test Plan
  • security/libmcrypt is still in its latest version at 2.5.8
  • portlint -> OK
  • test build with 11.2-RELEASE (amd64) to rule out any typos with the newly introduced LICENSE_FILE -> OK
