Summary

Allow /etc/src.conf to contain any of the following:

WITHOUT_INET=1
or
WITHOUT_INET6=1
or
WITHOUT_INET=1
WITHOUT_INET6=1
or
No entry

Tested on 337557/12.0-ALPHA1

Test Plan

Asking others to verify buildworld with those four /etc/src.conf variations.

I have not conducted a full build option survey but based on previous ones do not believe this will impact other options.

Yes, it appears syslogd can be be built with a mix of WITHOUT_INET and WITHOUT_INET_SUPPORT, plus the WITHOUT_INET6 and WITHOUT_INET6_SUPPORT

netstat would not work with that strategy.
