rS336351: Update libstdc++ configuration.
Summary

Its been quite a while since the last time we updated this and since then
we have grown iconv and a bunch of complex math functions.

It only applies to the platforms which still use GCC 4.2.1 in the
toolchain.

I decided not to activate tr1/complex as the tr1 stuff is probably
deprecated.
