Thanks - didn't think to add to MOVED when removing. There are no dependent
ports as I never finished getting all of FEniCS committed the first time. No
vulns or dist restrictions either.

Remove changes to Mk/bsd.local.mk. Accidentally included by using
arc create instead of arc --create.
