Add back zh_CN entry on the homepage

Summary

The entry for zh_CN on index.xsl was removed years ago since the contents were unmaintained from long ago. I updated primary pages of the htdocs under zh_CN, and am actively working on the rest of the pages. I would like to add the entry back to index.xsl.
