Update Mesa ports to 17.1.1

Summary

Update the Mesa ports to 17.1.1 and fix aarch64 build by making the patch for NEON support in vc4 specific to armv6. 17.1.1 arrived sooner than expected (one week after 17.1.0 instead of two) and it looked like 17.1.2 would arrive on just as tight as schedule, but the latter has been pushed back so no point delaying fixing aarch64.

Test Plan

Poudriere 10.3 amd64/i386 and 11.0 armv6/amd64/i386 OK (aarch64 not confirmed due to problems with qemu)
