Summary

Restrict installation to recent HEAD (similar to drm-next-kmod).

Mark NO_PACKAGE until licensing is sorted out. Add comment to LEGAL.

Could you add more context (use arc diff, or maybe svn diff -U9999), and preferably use LICENSE* to express the restrictions about redistribution. (doc right now is in https://reviews.freebsd.org/D56 )
