rP437953: Update to 1.3.1

Summary

Based on PR 217771: Update beignet to 1.3.1, enable OpenCL 2.0 on AMD64, enable the FP64 and TESTS options, and make beignet follow MESA_LLVM_VER to ease testing the whole graphics stack with one LLVM version. The default remains llvm39 because building with llvm40 fails at the moment.
