Formatting fixes for tables, no content changes.

• Add missing .Pp after the end of some lists so that there is a blank line before the subsequent paragraph.
• Use a more typical '-tag' bullet list of the make variable descriptions at the end. This adds separation between bullets and is the formatting typically used in manpages for this sort of list.
