Remove backwards-compatibility sys/capability.h

In r263232 sys/capability.h was renamed to sys/capsicum.h, to avoid
conflicts with a capability.h header found on other operating systems.

Sufficient time has now passed, so remove the old header at the
beginning of FreeBSD 13.
