Ensure net.inet.tcp.syncache.rexmtlimit is limited by TCP_MAXRXTSHIFT.

If the sysctl variable is set to a value larger than TCP_MAXRXTSHIFT+1,
the array tcp_syn_backoff[] is accessed out of bounds.
