Description

MFC r330606:
Implement support for querying the current port rate in mlx5core.
The mlx5ib(4) part will be merged separately.

Factor out port speed definitions into new port.h header file, similarly as done in Linux upstream.
Correct two existing port speed definitions in mlx5en according to Linux upstream.
