Remove redundant check in zpool_upgrade_004_pos

tests/sys/cddl/zfs/tests/cli_root/zpool_upgrade/zpool_upgrade_004_pos.ksh
Delete redundant check for whether to skip the test. It will be
caught by the "other_pools_exist" check.
