Update arcmsr(4) to 1.40.00.01:

• Fix clear doorbell queue buffer for ADAPTER_TYPE_B
• Fix release memory resource when detach device
• Add support for ARC-1216, 1226 SAS 12Gb controllers
• Declare some functions as static
• Change checking dword read/write for IOP rqbuffer.
