Create GCNOS directories at install time if needed
Add GCNOS{GRP,MODE,OWN} for parity with FILES{GRP,MODE,OWN}. The defaults are
based on BIN{GRP,MODE,OWN}.
GCNOSDIRMODE is added, strictly for configurability, if need be.
