MFC 319490: Remove stale cap_rights_get(2) manpage.

The documentation moved to section 3 several years ago, but
'man cap_rights_get' pulls up cap_rights_limit(2) (which is
MLINKed to cap_rights_get.2) instead of cap_rights_get(3).
