Fix out-of-order sections in atf-sh(1)

• .Op must be used in the SYNOPSIS section, not the NAME section.
• Move ATF_SHELL environment variable description up to first ENVIRONMENT section. Garbage collect the duplicate ENVIRONMENT section.

Bump .Dd for the change
