Unbreak kernel breakpoints, broken for ~4 years now

When committing DTrace in 2012/2013 era I inadvertently broke breakpoints, by
setting EXC_DTRACE to the same value as BKPT_INST. Change EXC_DTRACE to a
different, yet logically identical, trap (tw <all>,31,31).
