Fix a bug, where no SACK is sent when receiving a FORWARD-TSN or
I-FORWARD-TSN chunk before any DATA or I-DATA chunk.

Thanks to Julian Cordes for finding this problem and prividing
packetdrill scripts to reporduce the issue.
