Check in WIP for testing out ntb links

Copy-pasted from if_ntb; being pared down a lot over time, with
bits reintroduced as needed for rx/tx stuff

There's a lot of fun "protocol" knowledge built into if_ntb that
I wasn't aware of before embarking on this "voyage". Fun times..
