MFC r277503 (by will): Ignore sync requests from the system syncher,
i.e. VFS_SYNC(waitfor=MNT_LAZY).

ZFS already commits outstanding data every zfs_txg_timeout seconds, so these
syncs are unnecessarily intrusive.
