Reduce the Makefile snippet complexity a bit

• Set BINDIR to TESTSDIR globally (and subsequently, remove all ${FILESGROUP}DIR setting because BINDIR is set to TESTSDIR)
• Set MAN to "" globally, instead of per-PROG
