Restore PORTEPOCH in devel/okteta

I had removed this, blindly seeing "something below DISTVERSION" and
thinking it was PORTREVISION. Restore order to the world and/or
version numbers. As erwin@ / portscout puts it:

"A common error is an accidental deletion of PORTEPOCH."
