Clean up

• Use USES=localbase instead of setting CPPFLAGS and LDFLAGS manually.
• Pet portlint, portfmt, and portclippy.
• Regenerate patches with makepatch.
• Define TEST_TARGET and disable failing tests.
• Set USES=fakeroot to address some errors during installation.
