Mark this port deprecated and set an expiry date in 2 months.

The only known consumer of this port was sysutils/rsyslog8, and that
has recently acknowledged that it hasn't been using it for some time
now. Upstream development has ceased.

Anyone with this package installed should just remove it after
updating to rsyslog-8.1907.0_1
