editors/emacs-devel: update to latest master-branch commit

port changes:

• do not explicitly set MAKEINFO, since this was done to avoid base makeinfo in FreeBSD 10.x
• match upstream's default behaviour by not installing the shared game directory and the auxiliary program update-game-score
• do not specify unnecessary or default configuration options
