databases/pgpool-II-40: Drop incorrect BROKEN_SSL

openssl-devel was removed a while ago in favor of openssl111, but
pgpool-II-40 builds fine with OpenSSL 1.1.1, so BROKEN_SSL is not
needed in the first place.
