devel/libccid: Update to 1.4.30

• Change the upstream URL to https://ccid.apdu.fr/
• Update WWW
• Clean up:
  • Remove the "post-patch" target. It is no longer needed.
  • Remove unused PLIST_SUB
  • Pet portlint:
    • Move USE_PERL to the the USE* section
    • Set USE_LDCONFIG.
