www/mod_qos: Update to 11.51

Version 11.51

• Adds process-connection handler to close the connection in the case the abort by the pre-connect hook was ignored (workaround for bug in Apache 2.4.28 Event MPM ignoring the connection abort) (msg id 167).
• Uses module name in log index.

• Adapted connection handling to deal with master/slave connections (introduced by Apache 2.4.18) avoiding inconsistent connection counters.
