Add a newsyslog configuration file, to rotate logs.

This enforces the EXAMPLES option because we can't keep
the .sample file in etc/newsyslog.conf.d/* - it would be processed
as the actual file, so we use %%EXAMPLESDIR%% for the distributed version.
