Fix runtime.

Installing .xs files is interesting, but Perl cannot use them, they need
to be compile into .so files first. A QA check may be needed to avoid
future absurdities like that.

While there, put the *_DEPENDS variables in the correct order, remove
unnecessary tortuous variable assignment, and add a missing
BUILD_DEPENDS.
