devel/boost-libs: oops, don't use NOT_FOR_ARCHS here

NOT_FOR_ARCHS only works if _REASON can be applied to all affected
architectures. If any other architecture doesn't share it one'd have to
add BROKEN_${ARCH}, anyway.
