Fix dependencies and path to gpg.

Looking in ${PREFIX} for the binaries is definitely wrong, so use
${LOCALBASE} instead. While here, just depend on the gnupg1 package
itself.

Also, remove a pointless comment that describes what a normal need for
BUILD and RUN dependencies is.
