sysutils/py-diffoscope: Update to 59

• Update PORTVERSION and distinfo checksum (59)
• Enable concurrent Python installation
• Remove post-extract (upstream removed pycache dirs from sdist)
• Add comment above test target about needing to mount -r fdescfs first
