devel/py-envisage: Update to 4.5.1

Also, do some other changes:

• switch from GitHub to CHEESESHOP
• fix LICENSEs (few minor remaining questions sent upstream)
• change USES=python:2 to USES=python:-2.7 since python2 link is not used by the port
