textproc/libucl: Update to 0.8.0

• Update PORTVERSION and distinfo checksum (0.8.0)
• Update pkg-plist accordingly
• Help ./configure find Lua with {CPP,LD}FLAGS
• Update UTILS_DESC (new tool installed)
• Sort all OPTION_* entries alphabetically
• Use the new test framework
• Group *_TARGET entries
• Whitespace prettiness
