devel/py-circuits: Update to 3.1.0, Modernize

• Update PORTVERSION and distinfo checksum (3.1.0)
• Add LICENCE_FILE
• Sort USE_PYTHON values
• Update test target
• Remove pycache dirs from sdist causing test failures [1]
