• mark broken on FreeBSD > 1001000
• mark DEPRECATED, set EXPIRATION_DATE to 2015-02-28 [2]
• bump PORTREVISION to allert potential users

[1] setting ac_cv_header_stdc=no or CPPFLAGS+=-DNO_STDCPP in Makefile

does not work, so try to fix direct configure.in

[2] source written for apache 2.0, last release dates back to 2008-07-08
