Update gputils to 1.4.0
From the announcement:
- Extended error and warning messages
- Enabled the CONFIG directive on the 12-bit and 14-bit devices
- Enabled the IDLOCS directive on the pic18fxxx devices
- New predefined constants in the gpasm: __EEPROM_START, etc.
- The inc and lkr files are synced with MPLABX 2.20
