loader: fix powerpc64le ofw loader

This is similar to 5d48fb3b16c1496bf415fee620c61cc944b0326d.
With LLVM14 the .data.rel.ro ELF section appears after .data,
making loader behave erractly and kernel is not loaded.
This patch makes ensures the correct order.
