bhyve: Mark pci_de_vinput as static.

Originally in main this was fixed in commit 37045dfa891a. However,
when that commit was merged to stable/13 in commit 976ed044fbbb,
pci_virtio_input was not yet merged to stable/13. This is a direct
commit to complete the earlier MFC.
