Belatedly mark the start of 10.4-BETA1 builds as done.
Update betarel2 arm/armv6 images with reality built for 10.4, but comment broken and unpublished 10.4-BETA1 BEAGLEBONE, RPI-B and WANDBOARD images.
Announce 10.4-BETA1.
