Summary

When IPV6 option is not set, pass --disable-ipv6 to configure,
to ensure that it won't probe for ipv6 anyway.
Deal with one more fallout in UDP transport code, which was
not really compiled before.

Test Plan

make and install net-snmp port, make and install
hplip and nut ports - both failed with missing net-snmp
headers before: net-snmp/library/snmpUDPIPv6Domain.h
