rP481210: lang/ghc: Remove BOOTH option.

Summary

Remove the option to use installed HsColour to produce docs. No idea when it can be useful.

Test Plan

Haven't tested this yet, poudriere testport lang/ghc && poudriere testport somecat/hs-someport pending.
