rP447413: Add gstreamer 0.10 and 1.0 hints to the qa script.

Summary

Add qa check that points to the correct macro to depend on the libraries
from both 0.10 and 1.0 versions of GStreamer.

This change requires the below PR, which adds implicit dependancies
which makes qa.sh happy.
