rS315465: Add MIPS boot support for the BCM4706/Northstar ChipCommon core.
Summary

Add support for using a core lookup table when performing early boot core
lookup, and added the BCM4706/Northstar-specific ChipCommon core ID to the
set of supported ChipCommon cores.

Test Plan

Tested on:

  • BCM4706 (WNDR4500v2)
  • BCM5365 (WGT634U)
  • BCM5357 (RT-N53)
