This is completely wrong.

There's a number of nuanced things that need to be communicate.

License Text (not copyright text) should not be changed.
Adding a copyright to the existing license is possible when it's substantial (but we only have a loose rule of thumb of 20-25%)
Rewriting doesn't need to be "complete" to relicense: You can get permission of the original authors, or you can "substantially" rewrite and be justified in relicensing
And... well, there's a dozen cases here.

We have a longer text in the handbook, but even that needs work...
