Creating a review because touching PORTSCOUT=.

Upstream for whatever reason had versions 10.x back in 2014 and then rolled back at some point to lower version numbers. As portscout is just comparing version numbers it reports port-outdated. Hence the added skipv.
As per my understanding, we don't need a PORTEPOCH as this does not affect our port (the 10.x version were never in ports). Might become relevant in the future tho if upstream decides to increase back up to 10.x.
