Since ja-man invokes ja-groff with -mtty-char, "if t" and "if n" are no
longer required for handling \(:o

When English manuals are modified, Japanese ones could not be changed
since ja-groff was invoked without -mtty-char. Now, we can use exactly
same macros as English ones.
